This survey, conducted between August 3–11, 2025, assessed county performance across five key devolved functions: Health, Water, Roads, Agriculture, and Education. Using ratings from 4,805 respondents across all 47 counties, the report ranks top and bottom performing counties, highlights re-election intent, and identifies governance trends. Findings reveal stronger performance among first-term and women governors, with political wrangles and corruption noted as significant challenges.
